UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) is a Federal Law requiring local jurisdictions to make special efforts in providing Early Voting (Absentee) ballots to Military and Overseas American citizens.

UOCAVA eligible voters may request Early Voting Ballots by:

  • Using the FPCA postcard
  • Requesting the ballot in writing with a letter containing:
    • Name
    • Date of Birth
    • Party Affiliation
    • Address where the voter is registered to vote in Douglas County, Nebraska
    • Address where the ballot should be sent
    • Signature
    • Although not required, the voter should also include their phone number or email address in case there is a question or problem

  1. September 4, 2008 (60 days prior to the election) - Last day to issue and mail special early voting (absentee) ballots to those registered voters with an application on file specifically requesting a "special absentee ballot" {Federal Election Law}.

  3. September 19, 2008 (45 days prior to the election) - Deadline to have early voting (absentee) ballots ready and sent to UOCAVA voters with requests on file {Nebraska Rev. St. Stat. 32-808}. Requests must be in the possession of the Election Commission no later than October 29, 2008 {Neb Rev. Stat. 32-939}.
